GOVERNORSHIP of EDİRNE EUROPEAN UNION COORDINATION CENTRE (EUCC)

Because, Turkey progresses in the process of getting full membership in European Union and is also in the key point after the last regular report of Turkey's Progress Towards Accession which has positive aspects about Turkey's full membership published by European Commission, Governorship of Edirne European Union Coordination Centre (EUCC) was established on 19 October 2004 in Governorship of Edirne.

The main objectives of the Centre are to coordinate the relationship with European Union, to make the people in Edirne conscious about EU and also to get rid of the difficulties which are met about EU cohesion, to inform about Grant programmes and preparing projects, to prepare projects and also ensure to implement them, to coordinate the relationship with EU countries and the candidate countires.

Besides, in the Centre which serves consulting service there are some active sub units which are the Secreteriat of Cross Border Cooperation , European Union Education and Youth Programmes Department and also EU Documentation Department organized for public usage freely and also the initiatives to establish the other functional sub units in the coming days continue. EUCC which carries out the Call for Proposals in the framework of Joint Small Projects Fund which is to support small scale, “people-to-people” actions has carried out 2003-2004 and 2005 Call for Proposals. From 2003 Call for Proposal 2 projects; from 2004 Call for Projects 5 projects and from 2005 Call for Projects 4 projects were granted.

Since it was established, to inform the institutions about the studies which have been implemented and communication coordination with the potantial partners who want to take part as a partner in some projects have been continued by the information network including the institutions in the city centre or districts, non-govermental organizations and also municipalities.

The Secretariat of Cross Border Cooperation : European Union Coordination Centre which is the executing, implementing, monitoring and evaluating Authority in Edirne for Turkey –Bulgaria Cross Border Cooperation Programme, supplies technical assistance through its Secretariat respects the PRAG (Practical Guide to contract procedures of the European Communities in the context of external actions). EUCC which carries out the Call for Proposals in the framework of Joint Small Projects Fund which is to support small scale, “people-to-people” actions has carried out 2003 and 2004 Call for Proposals. From 2003 Call for Proposal, 2 projects were granted. Evaluation of 2004 Call for Proposals continues.

European Union Education and Youth Programmes Department: It is responsible for SOCRATES which is the community activity programme in the education field includes Erasmus – Higher Education, Comenius - School Training, Grundtvig - Adult Training and the other training methods, Lingua – Language teaching and learning, Minerva. Besides, EUCC implemets the other programmes such as LEONARDO DA VINCI (Vocational Training) and YOUTH (Youth Programme) and is also the representative of the Leonardo da Vinci Programme in Edirne. The Centre takes on the work which is related to finding partners and also waits for the people who want to get information about projects.
