FREQUENTLY ASKED QUESTIONS & ANSWERS
Question 1- Will the salaries of the own staff of the Applicant or that of the staff recruited for the project be regarded as co-financing?
Answer 1- As stipulated in the Section 2.1.4 of the Guidelines under the heading “Contributions in kind”; the cost of staff assigned to the Action is not a contribution in kind and may be considered as co-financing in the Budget of the Action when paid by the Beneficiary or his partners.
The salaries of the staff assigned or recruited for the project on the basis of a work contract can be considered as co-financing. However, in a public institution in order to regard the salaries of the own staff of the institution as co-financing, the staff should be assigned and worked for the own project of the applicant.
Question 2- Can we consider the salary of an accountant working for the project as co-financing?
Answer 2- Yes. Please see the answer to the Question 1.
Question 3- Should %10 contribution have to be cash co-financing, instead can we provide in-kind contribution?
Answer 3- Any contributions in kind, which must be listed separately at Annex III to the Budget, do not represent actual expenditure and are not eligible costs. The contributions in kind may not be treated as co-financing by the Beneficiary.
Question 4- Our budget is not enough to finance 10% co-financing. Can we get financial support of a commercial entity for co-financing?
Answer 4- Yes. As stipulated in the Section 1.3 of the Guidelines, the co-financing can be financed from the applicant's or partners' own resources, or from sources other than the European Community budget or the European Development Fund.
Question 5- Can a natural person participate in the CfPs?
Answer 5- No. As stipulated in the Section 2.1.1 of the Guidelines, the applicants should have a legal entity.
Question 6- Beykent Private College presented a proposal last year for this programme, but it was found ineligible. Can private schools apply to the CfPs?
Answer 6- If private schools could present a provision in their Statute which prohibits distribution of the profit to the shareholders/managing body members, and thereby proves that they are not profit-making institutions, then they can apply. Moreover, a declaration of their Management Body indicating that profit will not be distributed to shareholders/managing body members in future should also be submitted.
Question 7- Can private driving courses apply to this CfPs?
Answer 7- Since private driving courses are subject to the same Law with the private schools, the same rules apply to these courses. Please see the answer to the Question 6.
Question 8- How will we find partners? Is there an internet site for it?
Answer 8- In your project proposals, you must have at least one partner from the Bulgarian side of the border, which partnership has to be backed by a partnership statement (See Part III. 2 of the Grant Application form) in order the project to be considered eligible.
The list of the Bulgarian organisations interested in developing and implementing joint projects from the eligible regions - Haskovo, Yambol and Burgas - is published on the following websites to facilitate finding partners:

This list however is not exhaustive and if an eligible applicant could find a partner himself from the other side of the border that is in compliance with the eligibility criteria as stated in Part 2.1.1. of the Guidelines, they could develop a joint project proposal.

Question 9- Can we submit a project for this CfPs while we establish partnership with the Bulgarian institutions for a project on the other side of the border?
Answer 9- Yes. There is no limitation in establishing partnerships. However, you should take into consideration your administrative and financial capacity when particpating as a partner in a number of projects.
Question 10- If we find more than one partner from Bulgarian and Turkish side, can we get higher scores during evaluation? In what languages; Turkish, Bulgarian or English, will the partnership statements be submitted?
Answer 10- Within the context of this programme aiming to develop cross-border cooperation, it is important to establish partnerships with different institutions in compliance with the project objectives and activities. However, the role and involvement of the partners, rather than their numbers, are indeed crucial for evaluation. Moreover, more partners in the project may lead to the problems in the management and coordination of the project.
If the project submitted in Turkish, the Partnership Statements should be submitted in Turkish, if it is submitted in English, then the partnership statements should be submitted in English.
Question 11- In order to prepare a project and to find a partner, we should go to Bulgaria. Can the governorships facilitate the visa application process for public staff?
Answer 11- It can be provided with the own initiative of the governorships . However, the visa costs during the project implementation can be financed from the grant provided that they are included in the project budget.
